The concept of community planning combines two terms – community and planning.

A community is formed by people, who are living together and have different social relations and are emotionally bound not only to each other but also to the place they live in.

Citizens have to be able to work with other people in order to fulfil their requirements and needs. These needs and requirements can vary a lot and people in a community must communicate them and learn about the means of fulfilling their wishes and hopes. Citizens should be seeking together for compromises, which would be suitable for everyone.

The word „planning“ denotes a process, by which the community wishes to get to a future that would be agreeable to everyone. Planning is a way from a place called the „present“ to a place called the „agreed future“.

When undertaking community planning, you have to consider the needs of the citizens. You also have to integrate the wishes of those who will be able to fulfil these needs along with those who can offer resources and instruments for a better outcome. During this process important participants meet to determine a vision of a better future for the community.

The following characteristic of community planning is taken over from a pamphlet of the Ministry of Labour and Social Services. Community planning – a public affair: „Community planning is a method which enables a process of developing material for different areas of public life, on the level of municipalities and regions, and to strengthen the principles of representative democracy.

Characteristic is the emphasis on:

  • Involving everyone who is concerned with the area
  • Dialogue and negotiation
  • Reaching an outcome that will be suitable and advantageous for everyone
